Algeriacurrent situation: Algeria is a transit and destinationcountry for men, women, and children from sub-Saharan Africa andAsia trafficked for forced labor and sexual exploitation; manyvictims willingly migrate to Algeria en route to European countrieswith the help of smugglers, where they are often forced intoprostitution, labor, and begging to pay off their smuggling debt;armed militants reportedly traffic women for sexual exploitation andinvoluntary servitude, and children may be trafficked for forcedlabor as domestic servants or street vendorstier rating: Tier 2 Watch List - Algeria took no steps to assess thescope of trafficking in the country and reported no investigationsor prosecutions for trafficking offenses this year

Argentinacurrent situation: Argentina is primarily a destinationcountry for women and children trafficked for sexual and laborexploitation with most victims trafficked internally, from rural tourban areas, for exploitation in prostitution; foreign women andchildren trafficked for commercial sexual exploitation comeprimarily from Paraguay, but also from Bolivia, Brazil, theDominican Republic, Colombia, and Chile; Bolivians are traffickedfor forced labor; Argentine women and girls are also trafficked toneighboring countries for sexual exploitationtier rating: Tier 2 Watch List - Argentina failed to show evidenceof increasing efforts to combat trafficking particularly in the keyarea of prosecutions; government efforts to improve interagencyanti-trafficking coordination did not achieve significant progressin moving cases against traffickers through the judicial system; thegovernment made progress in other areas, by submittinganti-trafficking legislation to Congress in August 2005 andsensitizing provincial and municipal government officials to thetrafficking problem

Armeniacurrent situation: Armenia is a major source and, to alesser extent, a transit and destination country for women and girlstrafficked for sexual exploitation largely to the UAE and Turkey;traffickers, many of them women, route victims directly into Dubaior through Moscow; profits derived from the trafficking of Armenianvictims reportedly increased dramatically from 2005tier rating: Tier 2 Watch List - Armenia has failed to show evidenceof increasing efforts, particularly in the areas of enforcement,trafficking-related corruption, and victim protection; thegovernment increased implementation of its anti-trafficking law, butfailed to impose significant penalties for convicted traffickers andfailed to vigorously investigate and prosecute ongoing andwidespread allegations of public officials' complicity intrafficking; victim protection efforts remain in early, formativestages and a lack of sensitivity for victims remains a problem,particularly in the judiciary

Bahraincurrent situation: Bahrain is a destination country for menand women from South and Southeast Asia who migrate willingly towork as laborers or domestic servants, but may be subjected toconditions of involuntary servitude when faced with exorbitantrecruitment and transportation fees, withholding of their passports,restrictions on their movement, non-payment of wages, and physicalor sexual abuse; Eastern European women are also believed to betrafficked to Bahrain for the purpose of commercial sexualexploitation or forced labortier rating: Tier 2 Watch List - Bahrain's efforts to addresstrafficking in persons are based largely on pledges of futureefforts; the government did not enact a comprehensiveanti-trafficking law extending labor protection to domestic workers

Belizecurrent situation: Belize is a source, transit, anddestination country for men, women, and children trafficked for thepurposes of labor and sexual exploitation; women and girls aretrafficked mainly from Central America, and exploited inprostitution; children are trafficked to Belize for laborexploitation; Belize's largely unmonitored borders with Guatemala,Honduras, and Mexico facilitate the movement of illegal migrants whoare vulnerable to traffickers; girls are trafficked within thecountry for sexual exploitation, sometimes with the consent andcomplicity of their close relatives; there are unconfirmed reportsthat Indian and Chinese migrants are trafficked for involuntaryservitude in homes and shopstier rating: Tier 3 - Belize has failed to show evidence ofsignificant law enforcement or victim protection efforts

Boliviacurrent situation: Bolivia is a source and transit countryfor men, women, and children trafficked for the purposes of laborand sexual exploitation to Argentina, Brazil, and Chile, as well asto Spain; children are trafficked internally for sexualexploitation, forced mining, and agricultural labor; illegalmigrants from Asia transiting Bolivia are vulnerable as traffickingvictimstier rating: Tier 2 Watch List - Bolivia has failed to show evidenceof increasing efforts to combat trafficking in the areas ofprosecutions and victim protection

Brazilcurrent situation: Brazil is a source and destination countryfor women and girls trafficked for sexual exploitation within Braziland to destinations in South America, the Caribbean, Western Europe,Japan, the US, and the Middle East, and for men trafficked withinthe country for forced agricultural labor; child sex tourism is aproblem within the country, particularly in the resort areas andcoastal cities of Brazil's northeast; foreign victims from Bolivia,Peru, China, and Korea are trafficked to Brazil for laborexploitation in factoriestier rating: Tier 2 Watch List - Brazil has failed to show evidenceof increasing efforts to fight trafficking, specifically for itsfailure to apply effective criminal penalties against traffickerswho exploit forced labor

Burmacurrent situation: Burma is a source country for men, women,and children trafficked to East and Southeast Asia for sexualexploitation, domestic service, and forced commercial labor; asignificant number of victims are economic migrants who wind up inforced or bonded labor and forced prostitution; to a lesser extent,Burma is a country of transit and destination for women traffickedfrom China for sexual exploitation; internal trafficking of personsoccurs primarily for labor in industrial zones and agriculturalestates; internal trafficking of women and girls for sexualexploitation occurs from villages to urban centers and other areas;the military junta's economic mismanagement, human rights abuses,and policy of using forced labor are driving factors behind Burma'slarge trafficking problemtier rating: Tier 3 - Burma does not fully comply with the minimumstandards for the elimination of trafficking and is not makingsignificant efforts to do so

Cambodiacurrent situation: Cambodia is a source, destination, andtransit country for men, women, and children trafficked for thepurposes of sexual exploitation and forced labor; a significantnumber of women and children are trafficked to Thailand and Malaysiafor commercial sexual exploitation and forced labor; men aretrafficked primarily to Thailand for forced labor in theconstruction and agricultural sectors, particularly the fishingindustry, while women and girls are trafficked for factory anddomestic work; children are trafficked to Vietnam and Thailand forthe purpose of forced begging; Cambodia is a transit and destinationpoint for women from Vietnam trafficked for sexual exploitation;trafficking for sexual exploitation also occurs within Cambodia'sborders, from rural areas to the citiestier rating: Tier 2 Watch List - Cambodia does not fully comply withthe minimum standards for the elimination of trafficking; however,it is committed to making significant efforts to sustain progressover the coming year

Central African Republiccurrent situation: Central African Republicis a source and destination country for children trafficked fordomestic servitude, sexual exploitation, and forced labor in shopsand commercial labor activities; while the majority of child victimsare trafficked within the country, some are also trafficked to andfrom Cameroon and Nigeriatier rating: Tier 2 Watch List - the Central African Republic failedto provide evidence of increasing efforts to combat trafficking inpersons during 2005, specifically its inadequate law enforcementresponse to trafficking crimes

Chinacurrent situation: China is a source, transit, and destinationcountry for women, men, and children trafficked for purposes ofsexual exploitation and forced labor; the majority of trafficking inChina is internal, but there is also international trafficking ofChinese citizens; women are lured through false promises oflegitimate employment into commercial sexual exploitation in Taiwan,Thailand, Malaysia, and Japan; Chinese men and women are smuggled tocountries throughout the world at enormous personal expense and thenforced into commercial sexual exploitation or exploitative labor torepay debts to traffickers; women and children are trafficked intoChina from Mongolia, Burma, North Korea, Russia, and Vietnam forforced labor, marriage, and sexual slavery; most North Koreans enternortheastern China voluntarily, but others reportedly are traffickedinto China from North Korea; domestic trafficking remains the mostsignificant problem in China, with an estimated minimum of10,000-20,000 victims trafficked each year; the actual number ofvictims could be much greater; some experts believe that the seriousand prolonged imbalance in the male-female birth ratio may now becontributing to Chinese and foreign girls and women being traffickedas potential bridestier rating: Tier 2 Watch List - China failed to show evidence ofincreasing efforts to address transnational trafficking; while thegovernment provides reasonable protection to internal victims oftrafficking, protection for Chinese and foreign victims oftransnational trafficking remain inadequate

Cubacurrent situation: Cuba is a source country for women andchildren trafficked for the purposes of sexual exploitation andforced child labor; Cuba is a major destination for sex tourism,which largely caters to European, Canadian, and Latin Americantourists and involves large numbers of minors; there are reportsthat Cuban women have been trafficked to Mexico for sexualexploitation; forced labor victims also include children coercedinto working in commercial agriculturetier rating: Tier 3 - Cuba does not fully comply with the minimumstandards for the elimination of trafficking and is not makingsignificant efforts to do so

Cypruscurrent situation: Cyprus is primarily a destination countryfor a large number of women trafficked from Eastern and CentralEurope, the Philippines, and the Dominican Republic for the purposeof sexual exploitation; traffickers continued to fraudulentlyrecruit victims for work as dancers in cabarets and nightclubs onshort-term "artiste" visas, for work in pubs and bars on employmentvisas, or for illegal work on tourist or student visas; there werecredible reports of female domestic workers from India, Sri Lanka,and the Philippines forced to work excessively long hours and deniedproper compensationtier rating: Tier 2 Watch List - Cyprus does not fully comply withthe minimum standards for the elimination of trafficking and failedto show evidence of increasing efforts to address its serioustrafficking for sexual exploitation problem; however, it is makingsignificant efforts to do so

Djibouticurrent situation: Djibouti is a source, transit, anddestination country for women and children trafficked for thepurposes of sexual exploitation and possibly forced labor; smallnumbers are trafficked from Ethiopia and Somalia for sexualexploitation; economic migrants from these countries also fallvictim to trafficking upon reaching Djibouti City or theEthiopia-Djibouti trucking corridor; women and children fromneighboring countries reportedly transit Djibouti to Arab countriesand Somalia for ultimate use in forced labor or sexual exploitationtier rating: Tier 2 Watch List - Djibouti does not fully comply withthe minimum standards for the elimination of trafficking; however,it is making significant efforts to do so based partly on thegovernment's commitments to undertake future action

Egyptcurrent situation: Egypt is a transit country for womentrafficked from Eastern Europe to Israel for the purpose of sexualexploitation; these women generally arrive as tourists and aresubsequently trafficked through the Sinai Desert by Bedouin tribes;men and women from sub-Saharan Africa and Asia are believed to betrafficked through the Sinai Desert to Israel and Europe for laborexploitation; some Egyptian children from rural areas are traffickedwithin the country to work as domestic servants or laborers in theagriculture industrytier rating: Tier 2 Watch List - Egypt is placed on the Tier 2 WatchList for its failure to show evidence of increasing efforts toaddress trafficking over the past year, particularly in the area oflaw enforcement

Equatorial Guineacurrent situation: Equatorial Guinea is a transitand destination country for women and children trafficked for forcedlabor, involuntary domestic servitude, and commercial sexualexploitation from surrounding countries - primarily Benin, Nigeria,Mali, and Cameroon; victims work in the agricultural and commercialsectors of Malabo and Bata, where demand is high due to a boomingoil sector; children work as farmhands, street vendors, or householdservants; girls and women are also trafficked for commercial sexualexploitationtier rating: Tier 2 Watch List - Equatorial Guinea is placed on theTier 2 Watch List for its failure to provide adequate evidence ofconcrete measures to address trafficking over the past year

Indiacurrent situation: India is a source, destination, and transitcountry for men, women, and children trafficked for the purposes offorced or bonded labor and commercial sexual exploitation; the largepopulation of men, women, and children - numbering in the millions -in debt bondage face involuntary servitude in brick kilns, ricemills, and embroidery factories, while some children endureinvoluntary servitude as domestic servants; internal trafficking ofwomen and girls for the purposes of commercial sexual exploitationand forced marriage also occurs; the government estimates that 90percent of India's sex trafficking is internal; India is also adestination for women and girls from Nepal and Bangladesh traffickedfor the purpose of commercial sexual exploitation; boys fromAfghanistan, Pakistan, and Bangladesh are trafficked through Indiato the Gulf states for involuntary servitude as child camel jockeys;Indian men and women migrate willingly to the Persian Gulf regionfor work as domestic servants and low-skilled laborers, but somelater find themselves in situations of involuntary servitudeincluding extended working hours, nonpayment of wages, restrictionson their movement by withholding of their passports or confinementto the home, and physical or sexual abusetier rating: Tier 2 Watch List - India has been on the Tier 2 WatchList since 2004 for its failure to show evidence of increasingefforts to address trafficking in persons

Indonesiacurrent situation: Indonesia is a source, transit, anddestination country for women, children and men trafficked for thepurposes of sexual exploitation and forced labor; Indonesian victimsare trafficked to Malaysia, Saudi Arabia, Kuwait, UAE, Hong Kong,Taiwan, Japan, South Korea, and Singapore; a significant number ofIndonesian women who go overseas each year to work as domesticservants or "cultural performers" are subjected to conditions ofinvoluntary servitude and commercial sexual exploitation; to aminimal extent, Indonesia is a destination for women from East Asia,Europe, and South America who are trafficked for sexualexploitation; there is extensive trafficking within Indonesia fromrural to urban metropolitan areas particularly for sexualexploitation and involuntary domestic servitudetier rating: Tier 2 Watch List - Indonesia is placed on the Tier 2Watch List for its failure to provide evidence of increasing effortsto combat trafficking

Irancurrent situation: Iran is a source, transit, and destinationcountry for women and girls trafficked for the purposes of sexualexploitation and involuntary servitude; according to foreignobservers, women and girls are trafficked to Pakistan, Turkey, thePersian Gulf, and Europe for sexual exploitation, while boys fromBangladesh, Pakistan, and Afghanistan are trafficked through Iran enroute to Persian Gulf states where they are ultimately forced towork as camel jockeys, beggars, or laborers; Afghan women and girlsare trafficked to the country for forced marriages and sexualexploitation; women and children are also trafficked internally forthe purposes of forced marriage, sexual exploitation, andinvoluntary servitudetier rating: Tier 3 - Iran is downgraded to Tier 3 after persistent,credible reports of Iranian authorities punishing victims oftrafficking with beatings, imprisonment, and execution

Israelcurrent situation: Israel is a destination country forlow-skilled workers from Eastern Europe and Asia who migratevoluntarily for contract labor in the construction, agriculture, andhealth care industries, some of whom are subsequently subjected toconditions of involuntary servitude; many labor recruitment agenciesin source countries and in Israel require workers to pay largeup-front fees that often lead to debt bondage and vulnerability toforced labor; Israel is also a destination country for womentrafficked from Eastern Europe for the purpose of sexual exploitationtier rating: Tier 2 Watch List - Israel is placed on the Tier 2Watch List for its failure to provide evidence of increasing effortsto address trafficking, namely the conditions of involuntaryservitude allegedly facing thousands of foreign migrant workers

Jamaicacurrent situation: Jamaica is a source country for men,women, and children trafficked for the purposes of sexualexploitation and labor; information suggests that women from theDominican Republic and Eastern Europe are also trafficked to Jamaicafor sexual exploitation; women and children are traffickedinternally from rural to urban and tourist areas for sexualexploitation; there may also be trafficking for domestic servitudeand forced labortier rating: Tier 2 Watch List - Jamaica is placed on the Tier 2Watch List based on the determination that it is making significantefforts to undertake future action
